Can You Get a Personal Loan With an ITIN Instead of a Social Security Number?

You pay taxes, you have income, and most online loan forms still stop you at a box that says "SSN." An ITIN can get you a personal loan, but usually not through the big national online lenders. The path runs mostly through credit unions and community lenders that have built ITIN programs on purpose.

What is an ITIN, and what does it not do?

The IRS describes an ITIN as "a 9-digit number the IRS issues if you need a U.S. taxpayer identification number for federal tax purposes, but you aren't eligible for a Social Security number." You can apply "regardless of immigration status."

The IRS is equally clear about the limits. An ITIN does not qualify you for Social Security benefits or the Earned Income Tax Credit, does not "provide or change immigration status," and does not "authorize you to work legally in the U.S."

It can also expire. If an ITIN is not used on a federal tax return for any three consecutive tax years, the IRS says "it expires on December 31 after the third tax year of non-use." Renewal uses Form W-7. Lenders that accept ITINs ask for a valid one, so check yours before you apply.

Are lenders allowed to ask about immigration status?

Yes. Regulation B, the federal rule that implements the Equal Credit Opportunity Act, says a creditor "may consider the applicant's immigration status or status as a permanent resident of the United States." The official commentary adds that a lender may differentiate between "a noncitizen who is a long-time resident with permanent resident status and a noncitizen who is temporarily in this country on a student visa," and that denying credit because an applicant is not a U.S. citizen "is not per se discrimination based on national origin."

That is why eligibility rules vary so much. Upgrade, for example, requires applicants to "Be a U.S. citizen, a permanent resident, or living in the U.S. on a valid visa," and its page does not mention ITINs. Other lenders design products specifically for ITIN holders.

Which lenders accept an ITIN?

Two practical points. Credit unions usually limit membership by geography or affiliation, so search for ITIN lending at credit unions near where you live or work. And ask any lender directly, before applying, whether it accepts an ITIN in place of an SSN. A yes on the phone saves a hard inquiry on a loan you could not get.

What documents should ITIN holders gather?

Based on what the credit unions above publish, have these ready:

  1. Your ITIN letter from the IRS (Embold asks for the authorization letter specifically).
  2. A valid government-issued photo ID. Embold lists a state ID or driver's license, Matricula consular, U.S. passport or military ID.
  3. Proof of income. Pay stubs, payroll deposits into the lender's own account, or your most recent filed tax return. Filing returns with your ITIN every year also keeps the number active.
  4. Proof of address, such as a utility bill.
  5. A list of your monthly debt payments.

Watch for these. The FTC warns that "legitimate lenders won't promise or guarantee you a loan or credit before you apply," and that any up-front fee a lender wants "before granting the loan is a cue to walk away." That holds no matter what ID you use.

How much can you borrow, and at what cost?

The credit unions above do not publish ITIN-specific amounts or rates on the pages we checked, so ask for their rate sheet. One federal benchmark is useful: federal credit unions that offer Payday Alternative Loans (PALs) must follow NCUA rules. PALs I loans run from $200 to $1,000 over one to six months, and PALs II loans go up to $2,000 over one to 12 months. Application fees are capped at $20. The rate can be up to 1,000 basis points above the NCUA's general ceiling, which the NCUA Board kept at 18% in February 2026, so the PAL ceiling is 28%.
